MINUTES OF MEETING HELD WITH REPRESENTATIVES OF TEACHERS UNION

Government of the Punjab, School Education Department issued Minutes of Meeting Held with Representatives of Teachers Union (Mutahidda Mahaz Usataza).


  • A meeting on the subject was held on 28-10-19 at 3:00 PM under the Chairmanship of Secretary, School Education Department (SSE) in her office. Attendance at Annex-A.
  • SSE welcomed the participants reaffirmed her commitment to make all out efforts to solve the issues relating to service and working environment of the teaching community. The representatives of the teachers reiterated their support to all measures which are aimed at betterment of education and teaching community.
  • After a detailed discussion the following decisions were arrived at with consensus:
  • i. Case of regularization of SSEs and AEOs will be re-examined and case will be taken up with the government to get the condition of PPSC recommendation waived. Regularization of BS-14, 15, 17 & 18 cases shall be expedited 
  • ii. Summary for charge allowance will be re-initiated 
  • iii. In service promotion process will be expedited; both in districts and in SED Secretariat. All districts to convene promotion meetings every month Promotion cases of General and ex-MCL Cadres will be expedited 
  • iv. Government may be requested to immediately convene Special PSB to consider the remaining ripe cases 
  • v. Awaiting posting officers may be adjusted manually without waiting for SIS processing 
  • vi. IT teachers shall not be entrusted any clerical or data uploading task which is frequently required by the monitoring regimes. No IT teacher shall be surrendered under the pretext that he failed or refused to perform non-teaching functions which are not a part of his job description
  • vii. Issue of nomenclature of IT teachers shall be addressed 
  • viii. Service structure of IT Teachers will be revisited and proposal for creating posts of SS and SSS in Computer Science will be moved 
  • ix. It was decided that a case to recruit IT lab incharge will be initiated and such clerical and data uploading task will be entrusted to them in their job description
  • x. Fines, under any pretext, will not be imposed on the teachers. A direction will be issued for this and will be posted on social media 
  • xi. IT teachers will voluntarily train the office and clerical staff to perform data uploading duties efficiently 
  • xii. Directions may be issued to all districts to process time scale promotion of all SSTS. All cases to be processed as per FD's letter and no new condition will be added 
  • xiii. Monitoring indicators will be revised to make them Incentive-based rather than focusing on penalties. All kinds of approved leaves shall not be treated as absence in monitoring indicators 
  • xiv. Reservations of teaching community on devolution of education department under new Local Government Act will be submitted to the Government 
  • xv. Contract period for successfully completing B.Ed. will be considered for extension prior to completion of contract
