SIGNING OF THE PETITION REGARDING HUMAN RIGHTS VIOLATIONS IN THE INDIAN OCCUPIED JAMMU & KASHMIR

Government of the Punjab, Services & General Administration Department (Implementation & Coordination Wing) issued a letter regarding Observance of Black Day on 27th October 2019 Million Signature Campaign Petition.


  • I am directed to refer to this office's letter of even number dated 08.11.2019 on the subject cited above, wherein decision of the Kashmir Committee regarding Million Signature Petition was communicated. According to this campaign, the Million Signature Petition on Kashmir is to be presented to UNHCR on December 10th, 2019, which is Internationally observed as Human Rights Day. The Field Formations were requested to widely propagate the website (www.kashmircommittee.punjab.gov.pk) and persuade the general masses to sign the petition.
  • I am further directed to state that activity on the said website, so far, indicates that the campaign has not picked up momentum as yet. Moreover, the signatures on the petition, as reflected on the portal, are far below the target. The Competent Authority has taken notice of the situation and desired the Field Formations to play an efficacious role towards achievement of the goal of million signatures.
  • I am further directed to state that the Competent Authority has desired the District Administrations to convene meetings with all the educational institution (public and private) in their respective areas, to highlight the sufferings and human rights violations in the Indian Occupied Jammu & Kashmir and ensure signing of the petition by all students on the portal (www.kashmircommittee.punjab.gov.pk). Furthermore, the following may also be involved to sign this petition on the Kashmir Committee Portal:
  • i. Local MNAS, MPAs & Elected Representatives 
  • ii. Press clubs 
  • iii. Chamber of Commerce 
  • iv. Bar Councils 
  • v. Local NGOs, & Social Activists. 
  • vi. Anjumn-e-Tajiran
  • Further necessary action may be taken accordingly.
