BAN ON ENTRANCE OF DR. MUHAMMAD ASHRAF ASIF JALALI IN DISTRICT HAFIZABAD

Deputy Commissioner, Hafizabad issued an order regarding entry ban in respect of Dr. Muhammad Ashraf Asif Jalali in district Hafizabad.

WHEREAS, I Naveed Shahzad Mirza, Deputy Commissioner, Hafizabad have examined the report of the District Police Officer, Hafizabad received in this office vide his letter bearing No. 5750/SB dated 20.06.2020 regarding entry ban in respect of Dr. Muhammad Ashraf Asif Jalali, (TYLRA) r/o Daroghwala, Lahore, in district Hafizabad as he is in the habit of making provocative sectarian speeches against other sects. The said report was discussed in DIC meeting held on 20.06.2020 and all the members/LEAs endorsed the recommendations of District Police Officer, Hafizabad.


AND WHEREAS, I am satisfied that the said person is in the habit of making provocative sectarian speeches which is likely to generate sectarian provocation, prejudicial to the maintenance of public safety, if allowed to enter, reside or remain within the revenue limits of District Hafizabad. The residents of Hafizabad also lodged several complaints against him for taking necessary legal action as he delivered a controversial speech in Samanabad Lahore.

AND WHEREAS, to prevent him from acting in a manner prejudicial to public safety, ensure peace and maintenance of public order in the district necessary to ban his entry in the district in exercise of the powers conferred upon me under clause (a) of the Sub Section I of Section 5 of the West Pakistan Maintenance of Public Order Ordinance, 1960 read with Punjab Maintenance of Public Order (Amendment) Ordinance, 2008 vide Sr. No. 5 of Notification bearing No. Legis.13-55/2007, dated 13.02.2008.

NOW, THEREFORE. In exercise of the above said powers, it is hereby ordered that Dr. Muhammad Ashraf Asif Jalali, r/o Daroghwala, Lahore, (TYLRA) in district Hafizabad shall not enter, reside or remain within the revenue limits of District Hafizabad.

THIS ORDER shall take effect immediately and shall remain in force for a period of 90-days (three months).
The memorandum of grounds on the basis of which this order has been passed is narrated below:

  1. That according to the report of District Police Officer, Hafizabad Dr. Muhammad Ashraf Asif Jalali delivered a controversial speech in Samanabad Lahore, which hurt the religious sentiments of the AhleTashee sect and sectarian issue was created. He is in the habit of making objectionable / provocative speeches on sectarian issues.
  2. The issue was discussed in the meeting of DIC dated 20.06.2020 and all the participants / members of DIC unanimously opined that: - 
  • Dr. Muhammad Ashraf Asif Jalali is a firebrand speaker and a sectarian activists. Your speeches are always provocative and inflammatory. 
  • His arrival in District Hafizabad is likely to generate sectarian provocation, friction, ill-will and hatred between various sect.
  • That so many complaints have been received against him to the effect that he passed derogatory remarks against Syeda Fatim-ul-Zahir (R.A) due to which a case FIR No. 676/2020 u/s 298A has also been registered at PS, Samanabad Lahore.
