LOCKDOWN ORDER IN PUNJAB

The number of COVID-19 cases is on the rise in the Province of Punjab, positivity rate in some cities is constantly rising and third wave is looming, which poses a serious and imminent threat to public health. Hence, it is mandatory to take all possible safety measures for prevention and control of this disease in the Province of Punjab.

AND WHEREAS, in my opinion there are sufficient grounds to proceed under Section 4(c), 5(1)(e), 5(1)(f) of "The Punjab Infectious Diseases (Prevention and Control) Act 2020" as an immediate preventive and expeditious remedy and the directions hereinafter appearing are necessary to ensure public health, safety. control the spread of COVID-19 and conserve lives in the Province of Punjab. 

AND WHEREAS, the declaration that COVID-19 represents a serious and imminent threat to public health throughout the Province of Punjab under Section 3(l) of the Act ibid has already been published in the Gazette after approval of the Chief Minister. 

NOW THEREFORE, in exercise of powers under Sections 4(c), 5(l)(e), 5(l)(f) of "The Punjab Infectious Diseases (Prevention and Control) Act 2020", I, Sarah Aslam, Secretary, Primary and Secondary Healthcare Department, Government of the Punjab, with the approval of Chief Minister, Punjab, am pleased to order the following: - 

a. Activities: All markets, businesses, offices and shops shall remain closed except following essential services:

24 Hours a Day, 7 Days a Week

Pharmacies / Medical Stores, Medical Facilities and Vaccination Centers, Petrol Pumps. Tandoors, Milk/ Dairy Shops, Food Takeaways/ home delivery from restaurants, E-commerce (Home Delivery)

 7 Days a Week 9:00AM Till 6:00 PM

Grocery stores and grocery item and beverage distributors, karyana stores, bakeries, atta chakkis. sweet shops, fruit, vegetable, chicken & meat shops. Agricultural batteries shops, Dry Cleaner shops, Laundry and related services. Postal / courier Offices and allied services, all kinds of mandis including grain, fruit, cattle and vegetable mandies, auto workshops, oil depot, Opticians, Utility Services (Electricity. Natural Gas, Internet, Cellular Networks / Telecom, Call Centers) & Money Exchange companies

 

b. Chand Raat Bazaars: There shall be complete ban on Chand raat Bazaars including mehndi, jewelry / ornaments and clothing stalls.

 

c. Restaurants: There shall be complete ban on Indoor and outdoor dining throughout the province and only takeaway/ home delivery shall be allowed.

 

d. Weddings / Functions: There shall be complete ban on indoor weddings throughout the province and all types of Marriage Halls, Community Centers, Marquees and Event Halls shall remain closed. Furthermore, outdoor weddings shall also remain banned in Atock, Bahawalpur, Bhakkar, Chakwal, Chiniot, Dera Ghazi Khan, Faisalabad, Gujranwala, Gujrat, Jhang, Kasur, Khanewal, Khushab, Lahore, Mandi Bahaudin, Mianwali, Multan, Muzaffargarh, Okara, Rajanpur, Rawalpindi, Rahim Yar Khan, Sahiwal, Sargodha, Sheikhupura and Toba Tek Singh, being cities with positivity ratio higher than 8%.

 

e. Tourism: There shall be complete ban on tourism. All tourist resorts, formal and informal picnic spots, public parks, Shopping Malls, Restaurants and hotels in/around the tourist/picnic spots shall remain closed.

 

f. Parks: Parks throughout the province shall remain closed.

 

g. Mask Wearing: All Citizens shall use face covering in public spaces throughout the province.

 

h. Shrines: All Shrines / Mazaars shall remain closed in Attock, Bahawalpur, Bhakkar, Chakwal, Chiniot, Dera Ghazi Khan, Faisalabad, Gujranwala, Gujrat, Jhang, Kasur, Khanewal, Khushab, Lahore, Mandi Bahaudin, Mianwali, Multan, Muzaffargarh, Okara, Rajanpur, Rawalpindi, Rahim Yar Khan, Sahiwal, Sargodha, Sheikhupura and Toba Tek Singh, being cities with positivity ratio higher than 8%.

 

i. Gatherings: There shall be complete ban of all types of indoor and outdoor gatherings throughout the province.

 

j. Sports, Festivals, Cultural and other events: There shall be complete ban on sports, festivals, cultural, social and other events throughout the province.

 

k. Rail service: Rail service shall operate at 70% of capacity.

 

l. Transport: There shall be complete ban on inter-provincial, inter-city and intra-city public transport except private vehicles, taxis / cabs and rickshaws with 50% occupancy. This ban shall be in place from Monday 6PM, 10th May 2021 till Saturday 6AM, 15th May 2021. Goods transport and company transport carrying laborers shall remain exempt from operation of this order.


Following industries and establishments shall remain exempt from operation of this order: 

a. Food items manufacturing industries and distribution offices, including flour mills, sugar mills, godowns and its supply chain.

 

b. Agriculture industry. Seeds, fertilizers and pesticides shops and its supply chain.

 

c. Tractor/harvester/thresher manufacturers, their dealers, spare parts outlets and ancillary agriculture machinery workshops.

 

d. Export oriented industries.

 

e. Poultry and Feed mills (including Poultry/animal raw material, rice husk and livestock feed mills).

 

f. Milk and food processing and packaging industries and their supply chain including transportation, distribution, storage. printing & packaging.

 

g. Pharmaceutical and all allied industries linked with pharmaceutical industry including printing press producing unit cartons/outer covers, bottle manufacturers, aluminum foil importers, printing foil industry, bottle cap industry, master carton industry, rubber stopper/vial ampoule importers. capsule shell manufacturing industry & importers and its transport.

 

h. Manufacturing of Personal Protective Equipment (PPEs) and its supply chain including transportation, distribution, storage, printing & packaging.

 

i. Oxygen manufacturing units, related medical supplies including its manufacturing, transportation, distribution, storage, printing & packaging.


District administration and Police shall work in close liaison to ensure strict implementation of this order. 


This order shall come into force with immediate effect within territorial limits of Punjab and shall remain in force till 16th May 2021. 


This order shall be given wide publicity in official Gazette, Daily Newspapers and broadcasting through Radio Pakistan, Pakistan Television and other TV Channels as news item for information of the general public.
